Apply for a flood certificate before you buy, sell, build or develop your land.

Important information

  • The flood certificate will include flood levels for the PMF, 0.2%, 1%, 2%, 5%, and 10% AEP events, hazard and hydraulic category, flow velocities for the 0.2% and 1% AEP events and other relevant information where available
  • An application fee of $209, in accordance with Council's schedule of fees and charges applies to a flood certificate application.

Steps to apply

Before you apply

Step 1.Confirm flood affectation

Check whether the property is within a mapped flood extent using Council’s Flood Interactive Mapping.

Step 2.Understand eligibility for a flood certificate

Council only issues flood certificates for properties on flood‑prone land within areas that have an adopted flood study.
If the property is not flood affected or is in an unstudied area, you will receive a certificate confirming this.

Step 3.Plan ahead

We require at least 10 business days to process your application, so please allow time for this when applying for a flood certificate.

Step 4.Pay upfront

This is a pre-paid service with payment required on application.

Step 2.When you submit an application, you are agreeing to the following terms and conditions

  • Ensure all details are correct before placing an application (legal description (Lot and DP/SP number) of the land, property address, a valid email address). This email address will be used to send you the certificate
  • Council is unable to issue refunds for incorrectly entered information, duplicate applications, or for change of mind.
  • Despite efforts made by Shoalhaven City Council to ensure that the provision of this Service is secure, you acknowledge that all electronic and telephonic data transfers are potentially susceptible to interception by others. We cannot, and do not, warrant that data transfers utilising this Service, or electronic mail transmitted to and from us, will not be monitored or read by others.
  • Contact us if you have any concerns to the maximum extent permitted by law, Shoalhaven City Council excludes all liability to you for loss or damage of any kind, however caused, (including by negligence), arising from, or relating in any way to the contents of this website and/or your use of it all matters relating to this website are governed by the laws of the State of New South Wales, Australia by accessing this information, I request to do so under the Government Information (Public Access) Act 2009.

Step 3.Additional information to be aware of when submitting an application

  1. Your enquiry relating to the likelihood of the land specified in the application being flooded has been referred to the Council's Floodplain Engineer.
  2. In responding to your application, the Council seeks to bring to your attention the fact that pursuant to s.733 of the Local Government Act a council does not incur liability in respect of the giving of any advice furnished in good faith by the Council relating to the likelihood of any land being flooded or the nature or extent of any such flooding.
  3. The Council does not have a legal obligation to provide advice to you and to the extent that this reply is giving advice, the Council provides that advice in good faith with the intention of preserving, so far as is legally possible, the Council's immunity from liability pursuant to s.733 of the Local Government Act.
  4. While all reasonable care has been taken to ensure the accuracy of the information given in this reply, its purpose is to provide a general indication of flood risk in the area. Flood lines shown on Council maps indicate the approximate extent of flooding only in relation to the above mentioned land.
  5. The information provided may contain errors or omissions and the accuracy may not suit the purposes of all users. A site survey and further investigation are strongly recommended before commencement of any project based on this data.
  6. The information given is the most current information at the time of the request. It is to be noted, however, that flood information is constantly reviewed and updated and as such, the information contained in this regard is current only on the day of issue.
  7. Before acting upon the information provided in this reply, the Council urges you to obtain separate and independent advice as Council, in giving this information, does not intend it to be relied upon in such a fashion as to impose liability upon the Council.
  8. Should you not be prepared to accept the information contained in this reply upon that basis then you should immediately notify Council.

On receipt of application, we will review the flood affectation of the property, and if all details are correct, we will finalise the certificate.

Step 2.Certificate issued

A Flood Certificate will be issued within 10 business days.
