About the project

The Shoalhaven was again declared a Natural Disaster Area for the NSW severe weather and flooding event from 28 November 2023 onwards (AGRN 1086). This event caused significant damage to road approaches along Yalwal Road, with heavy deposits of tree debris. Temporary road repairs to restore access are planned to be completed by 22 December 2023. Final road repairs planned for February 2024.

What are the current road load limits and exemptions?

The following roads have strict load limits imposed for public safety:

Wattamolla Rd, Woodhill Mountain 9 tonne limit
24/7 load and traffic restriction enforcement in place
Kangaroo Valley Road, Kangaroo Valley 12 tonne limit

The imposed road load limits at various slip sites have been confirmed by Council’s geotechnical consultants by applying slope stability analysis.

A slope stability analysis considers vehicle loads, geology, soil conditions and road embankment slopes to derive a factor of safety against further embankment collapse.

Vehicle Weight Limit Exemption Application

Council road management staff will consider requests for an exemption to a load limit at a landslip site, and this can be done by downloading and completing the Load Limit Exemption Application Form.

Any consideration of a temporary load limit exemption would be on a risk assessment of slope stability undertaken by Council’s geotechnical consultant.

Please note: Allow at least ten (10) business days for this application to be processed.

How and when do road closures occur?

Council uses a 'Trigger Action Response Plan' (TARP) to assess and manage when to close a road for public safety. The TARP assists Council to manage existing and historical land slip sites based on predicted rainfall events.

Roads currently affected due to landslips can deteriorate and slip further after additional heavy rainfall. Council has trigger points when deciding to close a road to all traffic for safety reasons:

Predicted rainfall in a 24-hour period Council action
Less than 50mm Manage road as if under 'dry conditions', with daily inspections.

Should new tension cracks or edge slumps appear, or increase, the road will be closed at the landslip site and reopened pending engineering advice.
Between 50mm and 100mm Continue to manage road as if under 'dry conditions', with increased frequency of inspections.

If new tension cracks or edge slumps appear, or increase, the road will be closed at the landslip site and reopened pending engineering advice.
More than 100mm Close road just before rain commences. Inspection to occur only when rain has stopped. The road is only re-opened after surface water has dissipated and no further rain is imminent.

If new tension cracks or edge slumps appear, or increase, the road will remain closed and only be reopened pending engineering advice.

Please note: Due to the unpredictable nature of landslip hazards, in most cases it is not possible to give advance notice of a road closure before a road closure is implemented.

Council understands the impact that a road closure can have on residents and the community, and only implements such measures in the face of imminent risk to public safety.

Shoalhaven recovery hub

Please note: The hub is closed from Friday 22 December and re-opens on Thursday 11 January 2024. The Recovery Team will be on leave from 22 December 2023, returning 2 January 2024.

2024 Works history

8/2/2024 - Temporary Closure Announcement: Road closure - no public access. Yalwal Road at Yarramunmun Creek bridge closed due to recent flood damage. Resident and construction traffic access only - no public access. Temporary road repairs to restore access are planned to be completed by 16 February 2024.
