Across the Shoalhaven we have 86 approved caravan park and camping ground businesses - the largest concentration of manufactured home estates, caravan parks and camping grounds in New South Wales. Council is required to inspect each one annually to ensure they comply with the Local Government (Manufactured Home Estates, Caravan Parks, Camping Grounds and Moveable Dwellings) Regulation 2021.

Caravan parks, camping grounds and manufactured home estates need approval under the Environmental Planning and Assessment Act with operational approval required under the Local Government Act.
Before undertaking any works within a caravan park or camping ground you should ensure you have obtained the appropriate approvals of both the business owner and Council.
All proposed works require prior approval of the appropriately delegated person; likely the park manager or business owner themself.

If your caravan park is located on flood prone land, you will also need to obtain the prior approval of Council in accordance with the Local Government Act, Section 68.
You will need to submit an application for approval to install a manufactured home, moveable dwelling or associated structure on land through the NSW Planning Portal. This includes the installation of relocatable homes, annexes or associated structures (i.e. any structure other than caravans, campervans or tents) to be installed on flood prone land.
This form includes a registered owner(s) declaration of the person appropriately delegated by the business owner; likely the park manager or business owner themself.

Next steps: Once your application is processed, an invoice will be uploaded to the NSW Planning Portal. Once you have completed the invoice, your application will be forwarded to the Officer for assessment and determination which will also be uploaded to the NSW Planning Portal.
If the issued determination is an approval, you may then install the specified structure in accordance with the determination. Once installed, ensure the appropriately delegated person submits the Notice of Completion of Installation form to Council within seven (7) days of completion.
If your caravan park is not located on flood prone land, you will not require the approval of Council, but you will need the prior approval of the appropriately delegated person; likely the park manager or business owner themself.

If the installation of relocatable homes is for more than one storey, you will need to obtain the prior approval of both the business owner and Council, whether it is located on flood prone land or not.
