Bunkers Hill Road - Barrengarry - Landslip

The Shoalhaven was declared a Natural Disaster Area 5 March 2022 after an East Coast Low and rain events. This had a major impact on Kangaroo Valley and surrounding communities, with landslips affecting roads and property. Bunkers Hill Road, Barrengarry, was severely impacted by these events.

Landslip repair sites and planned road closures

Site 1. AC00088 - rural address 159 - works completed.

Site 2. DM00869 rural address 175 Site 3. DM00870 rural address 183 Site 4. DM00549 rural address 212 - road conditions identical. Load limits lifted at these sites.

Day works: Contraflow traffic conditions through to 13 June 2024. Works: All landslip repair works are complete. Batter works and spray sealing works to be done after Site 5 is completed.

Planned full road closures: final pavement trimming and spray sealing works will the follow the completion of Site 5 works.  When final works start, full closures will be in place Monday to Friday 7am to 12pm and 12.30pm to 4pm for vehicles and pedestrians, sharp midday opening at 12pm to 12.30pm. Pedestrian access via escort by Traffic Controller during closures.

Note: weekend openings resume Saturday 20 and Sunday 21 April 2024.

Site 5. DM00548 - rural address 394 - Temporary full road closure, Monday to Friday with no openings. Resident access only. Load limit: 3-tonne in favourable weather conditions.

Substantial damage has occurred following 7 April 2024 natural disaster (AGRN1119) severe weather and flooding event. Traffic is restricted to local traffic only with a load limit of 3-tonnes while the appropriate design for the repair is developed. Please subscribe to and monitor this road works page as restrictions will be reviewed daily in relation to the progress of repair works and weather conditions, access and works changes will be advised here. 

Note: weekend openings resume Saturday 20 and Sunday 21 April 2024. 

Provision will be made during road closures to allow access in emergencies situations.

Restrictions impacting Bunkers Hill Road

  • From Moss Vale Road to 136 Bunkers Hill Road - no restrictions.
  • From 136 to 368B Bunkers Hill Road - resident access only and a 5 tonne load limit. 
  • Road closed to all traffic from 368B Bunkers Hill Road.

Roads currently affected with load limits imposed due to landslips can deteriorate and slip further due to further heavy rainfall. Council has trigger points when deciding to close a road to all traffic for safety reasons.

3/4/2024 - Temporary ClosurePlanned closures. At Site 5 - rural address 394, planned full road closures are ongoing to Wednesday 15 May due to groundwater issues slowing works. At Site 2, 3 and 4 planned full road closures in place for 1 week from Thursday 16 May to 22 May, weather permitting. Find details under - About the works.

26/3/2024 - AnnouncementRoad open Easter weekend. From Good Friday 29 March to Easter Monday 1 April 2024, Bunkers Hill Road will be open and repair works will be shut down. Repair works resume Tuesday 2 April 2024. Council appreciates your patience and extends good will for a safe Easter weekend.

12/3/2024 - Temporary ClosurePlanned road closures at Site 5 rural address 394 Monday to Saturday 7am to 4pm, are ongoing to 1 May 2024. Site 5 load limit increased to 9-tonne. Due to the structural aspects of repairs progressing, the load limit is increased to 9-tonne in favourable weather conditions. This may change, depending on rainfall and observations on site as works progress. Subscribe to this page for updates. 

27/2/2024 - Announcement: Load limits are lifted at Site 2, 3 and 4. Upcoming road closures are planned from Thursday 2 May to Wednesday 8 May 2024 at Site 2, 3 and 4 for final pavement and spay sealing works. Load limit of 5-tonne remains in place at Site 5 - near rural address 394. Closures are ongoing at Site 5 - near rural address 394 - to Wednesday 1 May 2024. Find more details below - About the works.

  • 04/08/2023 - Contractor Symal advised repair works and full road closures at first landslip repair site (rural address 159) are postponed and anticipated to start Monday 21 August through Tuesday 29 August, Monday to Fridays 7:30am - 4:30pm. Works will progress on four landslips uphill with road closures Monday to Friday 7:30am - 4:30pm.

  • 26/07/2023 - SYMAL has advised that repair works are postponed by seven (7) days - anticipated full road closure from Thursday 3 Aug. 5-tonne weight limit remains in place.

  • 30/03/2023 - Landslip repair drop-in sessions: Thursday 30 March 4:00pm - 5:00pm and Thursday 13 April 4:00pm - 5:00pm. Drop by the Kangaroo Valley Hall (177 Moss Vale Rd) where Symal and Council will answer your questions about upcoming roadworks.

  • 17/03/2023 - Kangaroo Valley Information Session on Friday 17 March, 7pm - 8pm (followed by BBQ) at Kangaroo Valley Community Hall. Meet contractor Symal and get briefing on the start of landslip works.

  • 04/03/2023 - The latest construction program proposed by contractor Symal for the 38 the Major Landslip repair work has been released. The construction program lists the planned start and finish date for each of the 38 land slips. A summary of the construction program is available on the  Major Landslip Package Planned Program of Work. A copy of the construction program is also available on the right-hand side of the Master Project Page in the Related Documents section.

  • 15/02/2023 Contract awarded - Council has resolved to proceed with the appointment of infrastructure and construction group Symal to repair the 38 major landslips. Council has provided Symal a schedule of works which prioritises the most urgent landslips with the first round of works to begin in late March 2023. 2022 Works history

  • 22/12/2022 - Four tenders for the repair of 38 landslips were received. A comprehensive evaluation process has been completed and a recommendation has been forwarded to Public Work Advisory (PWA) for endorsement. It is anticipated that PWA will evaluate the tender acceptance report and respond to Council mid-January. Further information can be found on the Master Project Page

  • 03/11/2022 - Following months of geotechnical investigations, design work and tender preparation, Council is now seeking contractors to bid on the 38 landslips deemed a priority. Submissions close 6 December 2022.

    Shoalhaven Area – Remediation of Multiple Slips – RFT – 10053781

  • 10/10/2022 - Due to further landslip movement, as a result of prolonged rainfall, Bunkers Hill Road is closed to all traffic. Further, given the forecast weather, this will remain the case across the weekend. Landslip damage is being monitored by staff and geotechnical engineers. Further road closures may be required. (Exception: Residents up to mailbox number 136 - with 3 tonne load limits.

  • 06/10/2022 - Bunkers Hill Rd is closed to all traffic immediately with the exception of residences up to mailbox number 136 due to further landslip movement as a result of further prolonged rainfall. Vehicles are being stopped from entering or leaving Bunkers Hill Road due to safety concerns. Landslip damage is being monitored by Council staff and further road closures may be required.

  • 30/09/2022 - With rainfall forecast for the Shoalhaven, Council reminds residents that it may become necessary to close access roads previously impacted by land slips. The trigger is 40mm of rain within any 24-hour period. Council will provide as much warning as possible should this occurs. Maintaining road safety and access across the city remains Council's highest priority. Load limit on this road is 3 tonnes.

  • 06/09/2022 - Geotechnical engineers will be conducting a site investigation on Bunkers Hill Road, Tuesday 6th September 2022. The road will be open under traffic control.

  • 02/09/2022 - Geotechnical investigations that will inform the ultimate engineering design for the rehabilitation of the five Bunkers Hill Road landslips have been completed in early August. Design work is well progressed and is expected to be completed by end of September 2022

  • 01/09/2022 - Following record rain events, Council has recorded 98 landslides as a high priority, with a focus on 38 sites that are deemed most urgent. We've now finished geotechnical investigations at these 38 sites, leading the way for designs to be completed in the coming weeks. The designs form part of a works package that will go out to tender in October.

  • 22/08/2022 -Council Report presented at the Ordinary Meeting titled Impact Issues on Bunkers Hill Road - Barrengarry Residents due to Access Restrictions (see link for Ordinary Meeting Report)

  • 16/08/2022 - Council staff met with residents of Bunkers Hill Road to investigate options for temporary access routes. Unfortunately, the two proposed were found unsuitable due to the terrain (grades of 1V:3H), private land issues to be negotiated and timeframes to procure and construct the temporary access route. (See link for proposed temporary access routes)

  • 11/07/2022 - Bunkers Hill Road is restricted to 3 tonne vehicles and open to local residents (and guests) and emergency vehicles only.

  • 08/07/2022 - As a result of the latest severe weather event, which occurred in early July, there are new landslides that have formed, and the existing ones have suffered more damage. The Council will now have to go back to the drawing board for new designs that will provide the ultimate protection of the road through an engineering solution.

  • 07/07/2022 - Bunkers Hill Road is closed to the general public due to a landslip and worsening weather conditions. Local residents (and guests) and emergency vehicles only.

  • 30/06/2022 - Draft designs complete and scheduled for tender. Council continues to monitor the site with Geotechnical communication due to the Bureau of Meteorology expecting heavy rain within the next several days. In the event of excessive rainfall and geotechnical advice traffic conditions may change.

  • 23/06/2022 - Draft designs are now complete.

  • 16/06/2022 - Preparation works are being allocated for contractor engagement while design review process is being finalised.

  • 09/06/2022- Final design is currently under review by the geotechnical engineer which, once complete, can be issued for construction. One lane continues to be open with load restrictions remaining at 3 tonne.

  • 02/06/2022 - Geotechnical investigations continue on Bunkers Hill. One lane continues to be open with load restrictions remaining at 3 tonne. Design works are now underway. Load limits remain in place under supervision with our traffic control team.

  • 26/05/2022 - Design works are now underway. Load limits remain in place under supervision with our traffic control team. One lane access remains open for residents (and guests)

  • 13/05/2022 - Council continues to monitor the site daily and had a formal geotechnical inspection this morning. A decision was made to maintain the 3 tonne load limit as the Bureau of Meteorology is expecting that 200mm will be received in the catchment next week. Traffic Controllers will also remain in place. The next formal review will be on Friday 20 May 2022.

  • 10/05/2022 - Due to the significant rainfall we are receiving in the northern part of the Shoalhaven Council there may be a requirement to close access to the site if rainfall triggers are reached.  Council staff are inspecting the site to evaluate its condition on a daily basis to ensure the area is safe. Council will provide as much warning as possible if this occurs.

    The site is under 24/7 traffic control motorists are asked to drive to the conditions.

  • 09/04/2022 - Construction works commenced on 9 April in order to provide access to traffic.
