SHOALHAVEN CITY COASTAL ZONE MANAGEMENT PLAN (CZMP)

Status of plan:

Shoalhaven Coastline Risk assessment was completed in 2004 and formed the basis for hazard study locations and priority.

The Shoalhaven Coastal Zone Management Plan project commenced in April 2006 and will be ready for public exhibition in November 2008.

The project involves detailed coastal hazard studies for 20 locations (10 beaches and 10 coastal slopes) and includes the development of a coastal management plan for the city.

The cost of the plan is $450,000 with equal contributions by Local, State and Australian governments under the Natural Disaster Management Program (NDMP).

Actions undertaken:

Coastal Hazard Development setbacks have been adopted by Council based on no new development forward of the 50 year hazard line with engineered foundation requirements between the 50 and 100 year hazard line.

The hazard maps have been incorporated into the Draft 2008 Shoalhaven LEP.

Council staff have commenced the development of a Coastal Hazard DCP that will detail site specific coastal management recommendations.

 

Nature Conservation

Council’s Planning Services Section are compiling vegetation mapping for all Council managed reserves.

Key to this mapping is the identification and location of Endangered Ecological Communities many of which occur in coastal foreshore reserves. The long term maintenance of these important natural assets will be addressed in the coastal management plan.

Dune blowouts

Dune stability is being monitored across the city and student studies have shown historical blow out at Cudmirrah are revegetating naturally.

Coastal Erosion

Detailed Coastal hazard assessment have been completed for the city under the CZMP project for major public and private assets.

Erosion risk extends to beach amenity and minor assets such as access points. Storm events are monitored and inspections undertaken when significant events threaten know areas of risk.

Council completed the comprehensive replacement of the rock protection and access to the Mollymook rock pools in 2007 adding some long overdue facility enhancements.

Council’s 2008/2009 application to the DECC Coastal Management Program includes funding for the:

  • Survey of all coastal hazard sites to commence a monitoring program of beach erosion.
  • Detailed design and stage one  remediation of beach erosion at Currarong and Callala Bay.
  • Facility upgrade at North Mollymook

 

Cultural Heritage

 Aboriginal and European heritage will be assessed during the coastal management planning process

 

Recreation

The Coastal Reserve Risk Management Procedure is being implemented. All coastal assets have been GPS mapped to provide a GIS based map of all assets for strategic review during 2003-2004.

Maintenance and selective upgrade of access ways are assessed and implemented under the Coastal Maintenance Program.

A Coastal Asset Management Plan dealing with public access points across the city is currently on public exhibition. Access points are very prone to coastal dynamics and storm damage On occasion accesses will be closed due to their degraded condition, high cost of repair and presence of access nearby.

The Committee meets on a needs basis during the year. Generally between 2 and 4 meetings held during a calendar year. Public workshops have been held during the Coastal Management Planning project during 2007 and 2008. Refer to the above-mentioned web site for details and current project information
