    <title>Shoalhaven council seeks city centre investment for key sites</title>

    <description>Shoalhaven City Council is seeking investment into Nowra town centre in an ambitious growth plan that seeks private sector input for the best use of its key sites.

Council has 13 sites ready for re-development, including seven sites which can be consolidated over a 20,000sqm area that currently house the arts centre and council library.


Any proposals from the investors will need to align with the Council CBD Masterplan's vision, objectives and principles.


The Shoalhaven is one of the state's prime tourist destinations, located an hour south of Wollongong, where its population of 95,000 people swells to 300,000 in the peak summer time.


Proposals due via a request for proposals process by Thursday, May 24 which is available by registering through the Tenderlink website via tenderlink.com/shoalhaven.

    <description>Shoalhaven City Council collects a Promotional Rate Levy for the promotion of the Nowra CBD.  This rate will be approximately $158,000 for 2012-13.
The Promotional Rate Levy is to be applied by a delegated body on behalf of Council to the promotion and marketing of the Nowra CBD in order to generate increased business, with activities including (but not limited to):

     Celebrations for Christmas in Nowra CBD
    
     Marketing material to promote visitation and activity in Nowra CBD
    
     Promotion of services provided in Nowra CBD.
    

Expressions of Interest are invited from organisations or people capable of fulfilling the responsibilities of the application of the Promotional Rate Levy fund to the Nowra CBD.

Council will evaluate all Expressions of Interest and may negotiate with interested organisation/s or people to determine and formalise an appropriate arrangement for the fulfilment of the delegated function.  Draft documentation which is anticipated as the basis of a delegation arrangement is available from Council&amp;rsquo;s Economic Development Office on 02 4429 3388 or email business@shoalhaven.nsw.gov.au.


The Expressions of Interest will close at 10:00 a.m. NSW time, Friday 18th May 2012.

    <description>The Shoalhaven has been announced to be part of the three year National Broadband Network (NBN) Roll-out.

Nowra - Bomaderry will be the first location of the Shoalhaven to recieve the NBN Fibre to the home. Work is due to commence December 2013 and should be complete in late 2014. Six location are included in this initial stage;

&amp;bull;South Nowra 
&amp;bull;West Nowra 
&amp;bull;North Nowra 
&amp;bull;Cambewarra Village 

Council has also recently adopted Shoalhaven&amp;rsquo;s own Digital Economy Strategy. This strategy has been developed to provide a clear direction for Shoalhaven City Council&amp;rsquo;s involvement in the emerging digital economy sector and to assist business, resident and visitors to the area to engage with its potential. 
The digital economy has the potential for enormous positive social change in the region, bringing communities closer together through improved communication, contact and economic opportunity.
The strategy outlines key actions to assist the development of the digital economy in six key market segments;
&amp;bull; Commerce and Business
&amp;bull; Community
&amp;bull; Health Industries
&amp;bull; Education Industries
&amp;bull; Teleworking
&amp;bull; Government Services

Council is committed to the digital economy and has undertaken several projects which embrace this new paradigm.

Included in these projects that utilise high speed broadband is the Nowra library and the Shoalhaven Entertainment Centre offer access to free high speed broadband Wi-Fi, Council&amp;rsquo;s new website offers a greater level of on-line information engagement and services and many Council staff are now more effective through use of mobile telecommunication equipment. 

The Digital Economy Strategy will support Council&amp;rsquo;s engagement with NBN Co regarding the roll-out of the new National Broadband Network. Council has already started gathering the information required by NBN Co in order to support a smooth roll-out across the City.

    <description>Shoalhaven City Council will soon be issuing notices to local pet owners who own a dog or cat that is older than six months of age and not lifetime registered.It is a requirement of the NSW Companion Animals Act that all dogs and cats over six months in age be  registered.Acting Mayor, Andrew Guile said it was important that Shoalhaven pet owners ensure the registration of their companion animal. “All puppies, dogs, cats and kittens – including those sold or given away – must be identified with a microchip by 12 weeks of age or when the animal is sold,” said Clr Guile.“Pet owners should then register their companion animal with Shoalhaven City Council by six months of age. “Lifetime registration within NSW is a one-off payment and can be completed at one of Council’s administration offices at Nowra or Ulladulla.”  “A penalty notice may be issued for failing to register your animal or for failing to notify Council if your details have changed. This includes updating details if the animal changes address, ownership, goes missing or dies.”“As the owner of Sam, an 11 year old Labrador, I understand the importance and piece of mind both microchipping and registration provides a dog owner.” Fee schedule for NSW lifetime registration: •	Un-desexed dog/cat $150 •	Desexed dog/cat $40 •	Desexed dog/cat owned by a pensioner $15 •	Dog /cat owned by a recognised breeder $40 •	Dog /cat owned as an Assistance Animal FREE If a pet or pet owner’s circumstances change, that information must be provided in writing to Council within: •	14 days of any change to the registration details, that is, if a pet owner moves or changes phone numbers or a dog or cat is adopted by someone else, •	28 days of the dog or cat dying •	Four days of the dog or cat going missing •	Seven days of the dog being declared dangerous or revoking a dangerous dog declaration.     <description>Television will be switching from analog to digital throughout Australia between 2010 and 2013.&amp;nbsp; Analog television services to the Shoalhaven area will be switched off on the 5th of June 2012, as part of this upgrade.&amp;nbsp; Most residents of the Shoalhaven will already be able to access digital television services, from the Cambewarra, Wollongong or Ulladulla transmitter sites.&amp;nbsp; &amp;nbsp;However, a number of residents in Kangaroo Valley and Berry are currently receiving their television signal from the Clover Hill (Kangaroo Valley) or Moeyan Hill (Berry) self-help television transmitters.&amp;nbsp; These self-help sites are currently broadcasting analog television services only, and will not be upgraded to provide a digital television signal.
Most users of the self-help sites will be eligible for the Satellite Subsidy Scheme.&amp;nbsp; This scheme, run by the federal government, will open in January 2012, and will allow users of the self-help sites to access the Viewer Access Satellite Television (VAST) service, giving access to the full range of digital television channels.&amp;nbsp; To be eligible for the subsidy, the applicant must currently receive analog television via a terrestrial signal and be unable to receive a terrestrial digital signal (ie be reliant on the Moeyan Hill or Clover Hill site for television coverage) and:

    The owner, landlord or tenant of the dwelling where the satellite television equipment is to be installed
    An Australian citizen or permanent resident
    Aged 18 years or over

Tenants will need to have received their landlord&amp;rsquo;s permission for the installation to occur. 
If eligible for the subsidy, a household co-contribution will be required.&amp;nbsp; The amount is yet to be determined, but is expected to be between $200 and $350.

The South Coast sent a team of 20 participants to take part in the challenge with local restaurant, Bannisters taking out the main meal category while the Berry Sourdough Bakery finished first in the dessert section.

    <description>We have recently launched a new web based pest reporting service.

The new program allows residents to log on to Council&amp;rsquo;s website and report sightings of foxes, wild dogs or one of four high priority weeds including lantana south of Jervis Bay and bitou bush, sea spurge or Madeira vine.

Residents will be able to record the date and time of sighting, the nature of the sighting, the number seen and any comments that are relevant. 

Council, National Parks and their contractors will be able to use the information to concentrate efforts on those areas where the pests have been sighted.

Residents can log onto the mapping program at http://maps.shoalhaven.nsw.gov.au/Sightings.</description>

    <description>We are calling for nominations for the 2012 Australia Day Awards.

Local residents are being asked to nominate an outstanding community member for their ongoing contribution to the City.

Council will present the 2012 Australia Day Awards in the categories of Citizen of the Year, Young Citizen of the Year, Senior Sports person and Junior Sports person.

The Awards are divided into four categories:

&amp;bull; Citizen Award &amp;ndash; for a person over 25 years;
&amp;bull; Young Citizen Award &amp;ndash; person 25 years or less
&amp;bull; Senior Sports Award &amp;ndash; person over 18 years
&amp;bull; Junior Sports Award &amp;ndash; person 18 years or less

Nomination forms are available at Shoalhaven City Council Administrative Offices and Libraries in Nowra and Ulladulla or by contacting the Executive Support Section on (02) 4429 3264.

    <description>Residents may be aware that the Australian Government Defence Materiel Organisation (DMO) has issued a Request for Proposals for the disposal of former Australian Navy vessels. There is community interest in acquiring such a vessel for use as an artificial reef, which will greatly promote diving opportunities in our area.Council has resolved to support in principle an application to the DMO for the HMAS Manoora or an alternative vessel for use as a recreational dive site in or near Jervis Bay. To facilitate this, a business plan must be provided to try to gain the NSW Government’s support for the project. However, the initial focus will be on lodging Council’s responses to the Request for Proposals by mid October, 2011.Council is seeking expressions of interest from the community to assist in the preparation of the business plan and to champion this exciting project through to delivery. If you, or your organisation, want to commit to establishing a recreational diving wreck in the Shoalhaven, and you have the capacity to contribute time or resources to this opportunity, please register your interest by email to council@shoalhaven.nsw.gov.au before 5:00 pm Friday, 30 September, 2011.Council intends to conduct a meeting of those interested in helping to drive this process.     <description>Shoalhaven City Council is seeking assistance in mapping the presence of foxes in coastal areas, Kangaroo Valley and Illaroo during September. 

The information will assist Council, National Parks and its partners in their fox control program aimed at protecting the breeding activities of endangered native species.

Council will be using a new internet technology called &amp;lsquo;Crowd Sourcing&amp;rsquo; for this mapping. 

Volunteers will need to log onto an interactive map on Council&amp;rsquo;s website and place a mark at the exact site where the fox was seen. 

Other details such as date seen, behaviour or condition can be added. 

The tool can also be used to record the location of foxes killed on the road or by trapping, shooting or baiting.

Information will be sought on -

&amp;bull; Date that the fox was last seen.
&amp;bull; Time of day of sighting.
&amp;bull; Number of foxes spotted.
&amp;bull; Any general comments.

Council, National Parks and their contractors will use the information to concentrate their efforts on those areas where foxes have been sighted.

    <description>Shoalhaven City Council is warning residents to be on alert for bogus phone callers after a number of concerned residents reported taking calls from members of the public posing as Shoalhaven Water staff.

The bogus caller requests the homeowner to participate in a quick survey before asking questions regarding water supply, recycled water usage and foul smelling tap water.

The caller has then asked whether the resident would like enter into a competition to win a water filter by supplying their personal details.

Council wishes to remind residents that details concerning names and addresses are not required as part of any follow up call from Shoalhaven Water employees.

Residents should be always be alert to bogus callers or doorknockers. 

All Council Staff carry identification cards when working outdoors and if any Shoalhaven Water customer has any concerns about their water supply or sewerage services, or the legitimacy of Shoalhaven Water or other Council staff, they are encouraged to contact Shoalhaven Water direct on 44293214 or after hours on 44213100 or 0422803013.

This latest incident has been reported to the NSW Police.

The document will be on exhibition for a period of 13 weeks from Monday 18 July until October 14 2011.

The draft Shoalhaven LEP 2009 is an important strategic document that will guide Shoalhaven&amp;rsquo;s town planning controls and zonings.

To help residents access and better understand the draft LEP we have established a dedicated website www.slep2009.shoalhaven.nsw.gov.au.

This new website includes links to the entire document, mapping, extensive background information, details of the exhibition and will provide users with the ability to make a submission online. We want to hear your views!

    <description>Council has endorsed a five year&amp;nbsp;Sustainability Action Plan to help guide us on our journey of continual improvement in everything we do. 

This action plan covers a range of areas including water and energy efficiency, biodiversity management, waste, climate change considerations, sustainable purchasing and transport. 

The Plan has already seen the successful implementation of a number of important projects. One example is the new&amp;nbsp;solar power array (photo 27 kb) that has been installed at the Bay and Basin Leisure Centre.
